This is an application for bail pending the hearing and determination of the Appeal in the above matter.

The application is supported by the affidavit of Roland Ade Ceasar sworn to on the 19th September, 2000 and filed herein. Learned Counsel for the State opposed the application.

Having examined the affidavit in support of the application and the arguments of Counsel on both sides we are of the opinion that exceptional circumstances has not been shown to warrant the granting of bail of the accused. See R v. Klein. 23 CR. 173. We are of the view tha Counsel for the applicant will help his clients case in speeding up the appeal by ensuring that the record is ready as soon as possible for hearing.

In the circumstances bail is refused. The application is dismissed.
