I, JUSTICE TERESA DOHERTY, Presiding Judge of Trial Chamber II (“Trial Chamber”) of the Special Court for Sierra Leone (“Special Court”);
SEISED of the Prosecution Motion for a Locus in Quo visit to Karina, Bombali District, The Republic of Sierra Leone, dated 22 September 2005 (“Motion”);
NOTING the Defence Response thereto;
NOTING that the Prosecution intends a site visit to the village of Karina;
CONSIDERING that the Trial Chamber, in order to effectively examine the request, needs guidance on whether the security of the Participants can be ensured during such a potential site visit and that the Registrar is the proper organ to make such an security assessment;
FINDING that it would be helpful to have a written representation of the Registrar in order to determine this matter;
RECALLING Rule 33 and Rule 27(B) of the Rules;
HEREBY instructs the Registrar to file a written representation to the Motion not later than Friday, 14 October 2005 with particular emphasis to the following questions:
(1) In which way can the security of the participants be ensured?;
(2) Is transportation by car a feasible alternative to transportation by Helicopter?;
(3) How many days of notification are necessary to Security Section if a site visit is ordered?
