Being an Act to authorise expenditure from the Consolidated Fund for the services of Sierra Leone for the year 2008.
[1st January, 2008]
Whereas it is necessary to make provision for the issue from the Consolidated Fund of sums of money necessary to meet the expenditure to carry on the services of the Government:
Now, therefore, it is enacted by the President and Members of Parliament in this present Parliament assembled as follows:-
1. This Act shall be deemed to have come into operation on the 1st day of January, 2008.
2. The sum of one trillion and eighteen billion six hundred and twenty one million seven hundred thousand leones shall be and is hereby granted to His Excellency the President for and during the year two thousand and eight to be applied and expended in the manner herein described and for the several services set forth in the Schedule.
3. The sum of one trillion and eighteen billion six hundred and twenty one million seven hundred thousand leones referred to in section 2, shall be and is hereby declared to be charged upon and made payable from and out of the Consolidated Fund for the year two thousand and eight and the payment thereof shall be taken to begin on and immediately after the first day of January, two thousand and eight.
4. The Accountant-General is hereby authorised and required to pay out of the Consolidated Fund for the several services specified in the Schedule, such sums as may be specified in the Warrant or Order of the Minister responsible for finance, issued from time to time up to the total sum of one trillion and eighteen billion six hundred and twenty one million seven hundred thousand leones which shall come in course of payment during the year ending on the thirty-first day of December, two thousand and eight.
5. The amount from time to time paid for and in respect of the expenditure authorized in section 4 shall not exceed in the gross the sum of one trillion and eighteen billion six hundred and twenty one million seven hundred thousand leones from the first day of January, two thousand and eight inclusive, and any balances remaining unissued at the end of December, two thousand and eight shall lapse and not be available for making any payment in the following year.

Note 1. The amounts for Charged Emoluments, Gratuities and Other Retirement Benefits and Contributions to Social Security are included in the provision for Salaries and Wages.
Note 2. The Amount provided for Salaries and Wages is the total provision for the Financial Year 2008 for all Ministries and Departments, including Government's contribution as Employer to the Social Security Scheme.
Note 3. Contingency Fund (Allocation) is 1% (one percent) of Estimated Total Recurrent Revenue.
